- Description: It is typically said that there are two questions that political philosophy seeks to address: ‘who gets what?’ and ‘who decides on who gets what?’ South Africa, along with much of the rest of the world, has answered the second question badly and currently ranks as one of the world’s most unequal societies. Counter-intuitively, South Africa maintains a social-political order that (re)produces this inequality along with great enthusiasm for ubuntu, an African ethic that at a minimum requires that we treat each other humanely. However, due to the view that ubuntu has been co-opted in support of South Africa’s unjust system, ubuntu has largely been ignored by radical thinkers. The aim of this thesis is therefore to explore the possibility of an ubuntu-based political philosophy, with the core assumption that political philosophy is rooted in ethical theory. Three tasks are therefore undertaken in this thesis. Firstly, ubuntu is articulated as an ethic. Secondly, it is compared to similar Western ethical theories in order to determine if there are distinguishing characteristics that make ubuntu a more appropriate founding ethic for South African political philosophy. Finally, whether ubuntu can find real-world applicability will be assessed by looking at the way ubuntu has been used in the law

Sixty-five newspaper articles were selected from the online archives of British newspapers, The Guardian and The Daily Telegraph using systematic random sampling. These were analysed using the six stages of Foucauldian discourse analysis outlined by Carla Willig. To provide a more fruitful account, the analysis also incorporated the methods of Potter and Wetherell whose focus is on the function of discourse, as well as van Langenhove and Harre's focus on subject positioning, and Parker's use of Foucauldian analysis which looks at power distributions. The analysis revealed that Muslims are discursively constructed as a direct politicised or terror threat, often drawing on discourses of sharia law, and Muslim-Christian relationships. They are also constructed as a cultural threat, drawing on discourses of isolation, oppressed women, the veil/headscarf, identity, visibility and integration. The analysis also showed some variation in constructions, and these extended from the racialization of Muslims to showing the compatibility between Islamic and western values. This study discusses the form these different constructions take and the possible implications these constructions might have in contributing toward a prejudiced and largely negative image of Islam and Muslims.

Governance and management of urban trees and green spaces in South Africa: ensuring benefits to local people and the environment

- Description: In the face of rapid urbanization and global climate change, urban trees and green spaces (UTGS) can contribute to the welfare of people and the urban environment. Urban trees and green spaces can assist to address urbanization challenges related to environmental degradation. While functions of UTGS have been well documented in the developed world, they have not yet received full attention in much of sub-Saharan Africa. Consequently, UTGS are under threat from urban development and fragmentation. Notably, the problems associated with UTGS also fall into the governance realm and indications are that poor governance and management of UTGS can negatively influence the potential benefits of UTGS to local people and the environment. This formed a basis for this research. The main objective of the study was to determine the current governance and management approaches to UTGS in South Africa. Through document search and review, the study determined the governance institutions influencing UTGS at national level and at provincial level (in the Limpopo and Eastern Cape Provinces). Face-to-face and online survey methods were used to determine the extent to which 28 local municipalities had adopted planned, systematic and integrated management of UTGS. The snowball approach was used to determine the key actors involved in UTGS activities and interviews were conducted to establish the roles and capabilities of these actors. A total of 540 household interviews were conducted to determine the institutional factors influencing local peoples’ ability to access, plant and use UTGS. The findings of the study showed that UTGS have not been adequately covered in existing governance institutions and practice at national and provincial levels. Local government municipalities were not managing their UTGS in a planned or systematic manner due to constraining factors such as insufficient funds, insufficient personnel, lack of equipment and lack of political support. Only 7.1 % of the surveyed municipalities had an urban tree management plan and an estimate of the urban tree stock; 32.1 % had tree policies; 28.6 % had tree bylaws; 21.4 % had tree planting schedules; 10.7 % had tree maintenance schedules and only 3.6 % had tree inspection schedules. Key actors involved in UTGS activities differed among levels of government. The actors included national and provincial government departments, local government municipalities, Non-Governmental Organizations, private sector companies and local volunteers. Most of the actors, however, either planted trees or provided tree seedlings to municipalities and the local people. Tenure security was a key institutional factor affecting peoples’ ability to plant, use or even remove trees from their residential plots. The same applied to trees in the streets and public parks. Whereas most respondents did not require permission to plant (79.8 %) or remove (75 %) trees on their residential plots, a majority of them required permission to plant and remove trees from streets (over 70 %) and public parks (over 80 %). However, with regard to planting and removing urban trees in public open spaces, 54% of the respondents indicated that permission was not required suggesting a lack of clarity among local residents on the issue. Overall, the findings of this study indicate that there is no political recognition and support for UTGS at almost all levels of government. This has resulted in the lack of incorporation of UTGS in urban planning and development and has caused UTGS to receive limited funding to permit planned and systematic management. Given the current rates of urbanization and urban development, the lowly prioritised UTGS are vulnerable to exploitation. To conserve UTGS and promote their potential contribution to local people and the environment, UTGS must be recognized and placed on political and development agendas. There is a need to develop national guidelines for UTGS management, assess the extent of the urban forest resource in local municipalities, clearly define the roles and capabilities of different actors, integrate UTGS in the urban planning and development system, and most of all seek to involve the local people in overall management and governance of UTGS.

- Description: Rural development can be supported by information and knowledge which are key strategic resources for socio economic development. ICTs enable the facilitation and communication of information between remotely dispersed individuals or groups and more developed regions. While it has become common place that ICTs possess capabilities to potentially support rural development, the concept of ICT for development (ICT4D) is still fraught with challenges and barriers, which impede the success and sustainability of ICT4D projects. It is therefore essential to evaluate rural ICT projects, as such an analysis may aid in revealing information related to the need, effectiveness, impact, and sustainability of these projects. This research seeks to further the implementation and exploration of the Rural ICT Comprehensive Evaluation Framework (RICT-CEF), through the application of the Process Assessment domain in a real life rural ICT project environment. The RICT-CEF framework consisting of 7 evaluation domains has the primary objective of evaluating rural ICT projects from their inception stages to post implementation. A process assessment seeks to determine whether or not a rural ICT project is operating to implement its intended functions in the intended way specified in the projects plan. Such an assessment is invaluable to a comprehensive evaluation. Evaluation questions for a process assessment are centred around critical themes of project performance. Critical themes are aspects of a programme or projects implementation which must be enacted in order to achieve desired project outcomes. This research study is aimed at identifying critical themes of process assessment relevant to rural ICT4D projects. To identify critical themes, assessment approaches on social programme process assessments, evaluation of information systems in use, and rural ICT4D project evaluation case studies are comparatively analysed. Fourteen assessment approaches from these three categories are selected based on criteria. To analyse selected assessment approaches, a template is created based on the research questions, foundational literature on process assessment and identified challenges applicable to process assessments of rural ICT4D projects. Comparing and contrasting critical themes from these assessment approaches highlight critical themes essential to assess in the iterative implementation phase of rural ICT projects. Accentuated critical themes include, service utilization, organizational function and external project factors. These themes, along with suggested guiding principles from literature for conducting process assessments enable the creation of a framework for conducting process assessments of rural ICT projects. The framework is labelled "the Rural ICT Project Process Assessment Framework (RICTP-PAF)". The application of the RICTP-PAF in a real life rural ICT project through a design science case study provides lessons learned (suitability and shortcomings) from applying the framework. This essentially demonstrates the sensitivity of the RICTP-PAF to rural contexts in which it is implemented in. For instance, the implemented prototype of the RICTP-PAF reveals that the framework places a great deal of emphasis on rural beneficiary perspectives. A practice which has been lacking in such evaluation exercises. Furthermore, the guiding principles elucidated, bring to mind best practices to deal with issues such as stakeholder conflict, unreliable data elicitation and unethical assessment practices. The RICTP-PAF represents a fundamental tool for process assessments of rural ICT projects, and may be adopted and customized to various rural ICT project contexts in developing countries.

- Description: This study used a quantitative approach to evaluate the application of the performance management and development system in the Eastern Cape Department of Health, from the perspective of employees. The evaluation report has three sections that are designed as interrelated but stand-alone documents. Section One is written as a report directed to the Eastern Cape Department of Health. Section Two is a review of the relevant literature that was conducted to review the existing literature related to the application of performance management and development systems, and underpinned the construction of the questionnaire. Section Three provides a description and justification of the design of the research, as well as describing the research procedure followed. Pertinent components of Sections Two and Three are extracted from these sections and included in the report in Section One. The literature review focused on the following areas: the purpose of performance management, components of the performance management process, challenges/ criticism of performance management systems, integration of performance management with other systems and the effectiveness of performance management system. The results revealed that about 74% of employees disagree that management is committed towards the successful application of the performance management system. This finding concurs with the literature. For example, De Waal and Counet (2009:367) argue that one of the problems in the application of performance management system is that the management lacks commitment to the implementation of a performance management system. Systematic sampling (Leedy and Ormrod, 2010) was used to select 120 participants in three Departmental programmes or clusters from grade levels six to 15. The researcher distributed the questionnaires to every fifth person of the population electronically using SurveyBob, which is an on line survey tool. The collected data was then analyzed using Excel software. The findings indicated that although overall employees are not satisfied with the application of the PMDS system in the Eastern Cape Department of Health, there were some successes. Nevertheless, the challenges outweighed successes of the system. The challenges that resulted in the failure of the system include poor communication, a lack of understanding of the system by the employees and a lack of knowledge with regards to the integration of PMDS with other initiatives and plans already in place. Page 4 There were positive views with enabling factors and these were work plans that are mutually agreed upon between the employee and their supervisors and are aligned to departmental strategic priorities. Constraining factors included the low levels of commitment of the management to the application of the PMDS processes, review meetings not being undertaken on a quarterly basis, and a lack of written outcome reviews. The majority of the study participants believe that the PMDS lacks fairness in its implementation. Recommendations were made on the basis of the gaps that were identified so as to improve the application of the performance management system in the Eastern Cape Department of Health. It is therefore recommended that the Department should ensure that training and development of employees on the PMDS takes place to enhance manager’s understanding of the policy. - Description: This study used a quantitative approach to evaluate the application of the performance management and development system in the Eastern Cape Department of Health, from the perspective of employees. The evaluation report has three sections that are designed as interrelated but stand-alone documents. Section One is written as a report directed to the Eastern Cape Department of Health. Section Two is a review of the relevant literature that was conducted to review the existing literature related to the application of performance management and development systems, and underpinned the construction of the questionnaire. Section Three provides a description and justification of the design of the research, as well as describing the research procedure followed. Pertinent components of Sections Two and Three are extracted from these sections and included in the report in Section One. The literature review focused on the following areas: the purpose of performance management, components of the performance management process, challenges/ criticism of performance management systems, integration of performance management with other systems and the effectiveness of performance management system. The results revealed that about 74% of employees disagree that management is committed towards the successful application of the performance management system. This finding concurs with the literature. For example, De Waal and Counet (2009:367) argue that one of the problems in the application of performance management system is that the management lacks commitment to the implementation of a performance management system. Systematic sampling (Leedy and Ormrod, 2010) was used to select 120 participants in three Departmental programmes or clusters from grade levels six to 15. The researcher distributed the questionnaires to every fifth person of the population electronically using SurveyBob, which is an on line survey tool. The collected data was then analyzed using Excel software. The findings indicated that although overall employees are not satisfied with the application of the PMDS system in the Eastern Cape Department of Health, there were some successes. Nevertheless, the challenges outweighed successes of the system. The challenges that resulted in the failure of the system include poor communication, a lack of understanding of the system by the employees and a lack of knowledge with regards to the integration of PMDS with other initiatives and plans already in place. Page 4 There were positive views with enabling factors and these were work plans that are mutually agreed upon between the employee and their supervisors and are aligned to departmental strategic priorities. Constraining factors included the low levels of commitment of the management to the application of the PMDS processes, review meetings not being undertaken on a quarterly basis, and a lack of written outcome reviews. The majority of the study participants believe that the PMDS lacks fairness in its implementation. Recommendations were made on the basis of the gaps that were identified so as to improve the application of the performance management system in the Eastern Cape Department of Health. It is therefore recommended that the Department should ensure that training and development of employees on the PMDS takes place to enhance manager’s understanding of the policy. Organisations have seized the advantages of such virtual teams to give them the cost and time reductions they need to stay competitive in the global marketplace. In the software industry, where product and service development is always a race against time, forward thinking software companies in the developed world have taken full advantage of the cost and time saving benefits that virtual teams have to offer. In addition, the rate of expansion of technology and software to support such teams is also growing exponentially, offering increasingly faster ways of virtual working. Despite the immense advantages offered by such teams, South African software development companies do not seem to engage in distributed work to any great degree. The importance of this research rests on the belief that South African software development companies will be unable to avoid engaging in distributed software development if they are to achieve and maintain competitiveness in the global marketplace. This research focuses on a sub-section of the software development process with a specific reference to South African software development. The requirements elicitation phase of software development is one of the initial stages of any software project. It is here that developers work with the users in order to identify requirements for the system to be built. It is acknowledged that other phases of distributed development also bring to bear their own problems, however, in the interests of scoping this research, only the requirements elicitation process is focused on. The research shows that most techniques of requirements elicitation can be adapted for use within the virtual environment, although each technique has its share of advantages and disadvantages. In addition, virtual team members experience problems during their general, day-to-day interactions, many of these arising from the dependence on technology for communication and task performance. The research identifies the problems in both categories, and develops a holistic model of virtual requirements elicitation to prevent or solve the problems experienced by virtual teams engaged in distributed requirements elicitation. The model is made up of three key frameworks, each of which prescribes actions to be taken to ensure the success of the virtual team within the requirements elicitation process. The model is verified through the testing of its critical success factors. Certain aspects of the model were adapted based on the findings of the study, but it was confirmed that the rationale behind the model is sound, indicating that it has the potential to solve the problems of virtual RE when implemented.

- Description: Breast cancer is a leading cause of cancer death in Africa. Hsp90 has been identified as a target for anti-cancer treatments as its inhibition results in the disruption and ubiquitin–proteasome degradation of activated oncoproteins. Currently, there are no US Food and Drug Administration approved Hsp90 inhibitor drugs and existing Hsp90 inhibitors such as geldanamycin and novobiocin are hepatotoxic and display a low affinity for Hsp90, respectively. Therefore, there is a need for the development of Hsp90 inhibitors with improved inhibitory properties. In this study twelve natural compounds bearing a quinone nucleus were screened and characterised for the modulation of Hsp90. The compounds analysed formed three series; the sargaquinoic acid (SQA), naphthoquinone, and pyrroloiminoquinone alkaloid series. Certain compounds exhibited half maximal inhibitory concentrations of between 3.32 μM and 12.4 μM, while others showed no antiproliferative activity at concentrations of up to 500 μM in the MDA-MB-231 breast adenocarcinoma cell line. Immunofluorescence and Western analyses indicated that the modulation of Hsp90 and partner proteins by SQA was more similar to that of novobiocin. Isothermal titration calorimetry analyses suggested that SQA interacted with Hsp90β with a low affinity, and saturation-transfer difference nuclear magnetic resonance confirmed that this interaction with Hsp90β occurred through the methyl moiety bound to 1, 4 benzoquinone of SQA. Pulldown assays indicated SQA disrupted the association between Hsp90 and Hop dose-dependently, more similarly to novobiocin. Immunofluorescence and Western analyses performed on naphthoquinone and pyrroloiminoquinone alkaloid compounds indicated modulation of Hsp90 and Hsp90 partner proteins by the compounds. Naphthoquinone compounds were prioritised for analysis for binding to Hsp90β over the pyrroloiminoquinone alkaloid compounds. Lapachol interacted with Hsp90β with a low affinity however; this interaction was thought to be too weak to disrupt the association of Hsp90 and Hop. The remaining naphthoquinone compounds showed no interaction with Hsp90β, thus allowing the determination of a preliminary structure-activity relationship for these compounds. An intervention programme was organised, using workshops where student teachers were prepared to teach Grade 6 proportion word problems using multiple representative approaches. The teaching practice lessons of the four participating student teachers in two primary schools were video recorded, and the focus group interview was conducted at the University Campus. With the exception of the Graph Method and the Cross-product Method, it was revealed that the multiple representative approaches were generally effective in the teaching of Grade 6 proportion word problems. The study further revealed that multiplicative relationships can be explored through using the different individual representative approaches. The study argues that the cross-product method is not the only way to teach Grade 6 proportion word problems. There are multiple representative approaches that should be used in conjunction with each other to enhance the teaching of proportion word problems. Furthermore, this study revealed that a number of challenges were encountered when using multiple representative approaches. The challenges include difficulties with the English language, different and unique abilities of the learners, lack of plotting skills and the lack of proficiency in the learners’ multiplication and division skills. This study made recommendations on the integration of multiple representative approaches in the mathematics education curriculum and textbooks. It further recommended that in-service workshops for teachers and student teachers on the integration of multiple representative approaches in the teaching of Grade 6 proportion word problems should be initiated.
